Pre-Start Up Safety Review

In the United States, the performance of a PSSR (Pre-Startup Safety Review) is mandated by the Occupational Safety and Health Administration (OSHA).  The mandate covers new facilities and pre-existing facilities when a modification is significant enough to require a change in the process safety information.  The more complex the project, the greater the need to perform a PSSR especially prior to introducing hydrocarbons or highly hazardous chemicals.

A PSSR is a safety review conducted prior to startup (commissioning) of a new or modified processing/manufacturing plant or facility to ensure the following:

• That installations meet the original design and/or operating intent
• To catch and re-assess any potential hazard due to changes during the detailed engineering and construction phase of a project
